Help with Renewal of LTCH

Well, my LTCH expires in about 6 months so its about time to get it taken care of. Well that is all fine and dandy but i see now it is a whole new process so i need a little help. So i apply online and schedule a L-1? with a facility i find on their locator? All the help is much appreciated.

Does the L-1 cost anything? and after i get all that done i take my 40 dollars and the receipt to the police station right?
