Also, tanks defeat weapons launched from a person, land vehicle, or air vehicle.
Naval weapons tend to be on another level.
While missiles now are not really designed for Battleship armor, it is always easier and cheaper to counter with a new or upgraded weapon.

For instance, the Russians designing the Alpha class sub.
    Made our torpedoes almost useless.
But torpedoes are cheaper to design and build. So we countered with a better torp.

    Armoring ships is problematic.
Makes maintenance a copper plated Bi***.
    Costs go up.
    Fuel consumption up.
Less space available for living space, weapons, sensors, etc.
And, the enemy can always resort to a nuke, which kinda makes the armor wasted.
Better to shoot down or evade threats.

    Well, at least so far.
Rules of warfighting are subject to change
Is that military code for read heads?

"they killed the four terrorists and confiscated three "Carlo" type weapons that were used by them."

Carlo (Arabic: كارلو) (also referred to as Carl Gustav; Arabic pronunciation: كارلوجستاف, "Karlu Justhaf")[4] is an improvised submachine gun manufactured by small workshops in the Palestinian territories.

Ah yes I was correct in my assumption that they were built in a garage.

    .
The Carl Gustaf m/45 is actually a very solid and reliable gun. Used in Vietnam until Sweden quit selling them to the US, the result was an American made close copy, the S&W 76. Looking at those pictures those guns look to have more in common with the TEC 9.
