Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive.
It would be better to live under robber barons than under omnipotent moral busybodies.
The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience.

I wonder if he was speaking about Woodrow Wilson.

Sorry for the threadjack, but "Woodrow Wilson" made this song pop into my head.

It's about the U.S. Navy taking the port of Vera Cruz in 1914. The tale behind it is a rather sordid one, a bit tangled to say the least, with Huerta's 1913 coup and an ongoing revolution in Mexico. The misunderstanding leading up to the "Tampico Affair" could have been deescalated, but for the U.S. admiral commanding the force of two battleships and a couple cruisers off the coast of Vera Cruz to protect U.S. citizens and a refinery there during the civil war. His prideful arrogance led to an ultimatum that served little practical political purpose, or in protecting U.S. citizens and commercial interests in Vera Cruz. Woodrow Wilson backed him up, with his extreme dislike for Heurta (and the coup) biasing decision making. It resulted in the U.S. invading and occupying the port for about six months. The anti-American animus from considerable Mexican military and civilian casualties generated taking the port was widespread across Mexico. It did result in Huerta's fall from the Mexican Presidency. This was two years ahead of the Mexican Expedition in 1916-1917 chasing Pancho Villa in northern Mexico, with the ongoing revolution for control of the Mexican Government.
