Well, as a mayor, she may have less people to fight. There's only 1 mayor. But she has to deal with a city council (or equivalent).
As a representative (or senator) you have many colleagues.

I never followed her dc career relative to votes other than gun control. Wonder if she has worn out her welcome in dc and was looking for richer prospects stealing as a mayor.
