FBI - Federal Bureau of Investigation =
IBF - Investigation of Federal Bureau

DHS - Department of Homeland Security =
SDH - Security Department Homeland

DEA - Drug Enforcement Agency =
EDA - Enforcement Drug Agency

So essentially he moved firearms in front of tobacco. Next time he can move it one more spot and then we have:
FAT - Firearms Alcohol and Tobacco
