These commonly called "love letters" allow dealers to obtain post 86 machine guns so they can demo them to interested Police departments.
The upside is the dealers can retain these as long as they keep their class 3 license.
    It's a thing.
Had an old boss that did this, I was able to shoot a full auto MP5 in his driveway and a Browning 50cal mounted in a truck across his lake. Good times

It just keeps getting deeper. Left unsaid in the latest update: These post 86 machine guns could only be legally transferred to other class 3 dealers or law enforcement agencies. Or surrendered to the BATF. I'm assuming they didn't just set up on a street corner. These "love letters" are gold. Most police departments of any size can get class three firearms shipped directly to them.

But, then again, this is full of WTF.
