    fees?

Who gets the $20 fees collected at the fairgrounds?

These programs are normally taught by two Purdue Extension Educators (aka "County Agents") who travel around the State of Indiana every fall to deliver these sessions, and I believe the fees go towards their mileage to travel to the sites so that their home county does not get charged. Plus they usually prepare several venison dishes to sample, so they have other costs to recover too.
