    How about this?
If the city or shop owners can't make it safe, then shut down THE BARS.
If THEY'RE PATRONS are the problem, then infringe on THEM.
Thing is, it's not the bar patrons (for the most part). It's the people that come to the area just to "hang out". In parking lots, along sidewalks, etc.. There may be some establishments that are encouraging the clientele, but it didn't used to be that way. I haven't been to BR in about 20 years.

And they are congregating around THOSE BUSINESSES.
So, either those businesses, or the city, address the problem.
And if they can't do it without the city stomping on the Constitution, then shut down the BUSINESS.

Recent reports are its not necessarily bar patrons. Just youts from a bit south of their hanging out causing trouble.
(immediately north and west are nice neighborhoods. But just south? HOOOO BOY! Dont be there after dark.)
So it's not the entertainment establishment.

I'm not sure if you're familiar with that area act. There are parking lots that are not necessarily affiliated with a particular business.

Boss Hogsnot said an entertainment establishment is no place for guns. That's not true. Drunk in public with a gun I believe there's IC for that.

Other municipal areas, or cities/towns don't have to BAN everyone.
So, it MUST NOT BE THE BANNING OF GUNS that did it.

Aside from who foots the bill for all of this showmanship, I’m always baffled that anyone would ever think that the same people willing to violate the laws against… I don’t know, say, MURDER would actually care about a law (or an ordinance contravening the actual law) that says that you can’t carry a gun in a certain place.

Forget the legalities for a moment and just focus on the practical aspects… there are actually people who think that makes sense?!
