    Long hair certainly gives an opponent a handhold and a bit of leverage to control the head. I've seen folks with really strong necks resist having their heads pulled back, but they generally can't resist having their faces slammed into the ground. "Lazarus Long", a Robert Heinlein character said: "I wear my hair long enough to provide a cushion against impact, but short enough not to provide a handhold."
