The lagging (metal work, not this particular vessel) was my trade for 3-1/2 decades. They are called head gores and protect the insulation underneath from the elements. In the late 80s and 90s, I worked at several midwest powerhouses and stuff like this was not uncommon. Processing plants in the Indy area like Reilly Chemical and National Starch (all gone now) we're full of tanks, vessels and boilers like these.
