I believe it is Chinese, and it translate as, "We have tried to call you with no response. Any information will be use to collect the debt you owe, have a nice day!"

I ordered a couple things from an Amazonish mall recently, and the auto-response "your order has been processed" email was interspersed with stuff like that with a trace-back to Guangdong Province, China.
