    I am guessing a throttle lock for setting your trolling speed. Twist the throttle about half way then tighten the knob and see if it locks the throttle to where you have it set.

    That would be a "kill switch" that stops the engine if the black part is pulled off from the red part. The black part should be attached to the driver by a lanyard in case the driver is ejected from the boat.
