Ummmmmmmmm. Did you just ask if a location would be "open" post SHTF? Alarms and electronic doorlocks run off the grid. Employees most certainly won't be defending the print media if they feel their lives or families' lives are at stake. And unless you are in a very high profile city, the government won't be cordoning off historical media. Sooooooooooooooo, yeah I think if the .gov owned internet is shut down, then the librarys will be a viable source of information.
