    I know I'm new here, but this is something that I have looked into, being a dress and skirt girl some of the time myself.

    I'm still looking for the best option for conceal carry myself so this won't be the most on-topic reply ever, but here's a video that really helped me form some of my opinions from a website that (it sounds like) might be helpful to your sister.

    I had a thigh holster made to fit either a compact or commander 1911. I love it for those times when other carry methods just don't work well.
    My thoughts.. the well armed site doesn't look bad for the price, though I didn't look close enough to tell what the back of the holster was...padded? Nylon? You might look at that and take it into consideration before you buy. It did show one with a garter option. I think this would definitely be a needed accessory, should you go that route. It makes the holster more secure, or at least *feel* more secure. I wouldn't wear mine without it.
    Nothing more distracting than worrying that your pistol is going to end up dropping to your ankle.
