    It should be banned. Too many times while either driving or riding my bike I had to make my presence known because of their phone distracting them from things around them.

    Talking is a lot safer, keeps your eyes free to look around.

    I heard London's lamp posts are padded so people won't get hurt walking into them while they are texting. I say let the goons hit the poles unpadded. Maybe it'll wake them up.

    We should also ban walking with your eyes closed (which inherently means blind people shouldn't be allowed in public), ban shop windows (so we don't get distracted while walking), ban overly attractive or overly ugly people (for the same reason), etc.
