Question on removing a Riser Plate from Sig Romeo 5

I recently purchased a used Romeo on the INGO Classifieds and having a hard timing removing the low Riser plate. After removing the screws I found this white powdered paste inside. Any ideas?

Looks like thread locker. I’d just give it a wiggle for a bit.

UPDATE After a little bit of heat and a small bar in the mount hole I was able to get to come off - here on the photos - Is that old thread locker?

Looks like the put some superglue on it. Should clean up ok. Put it back with a little drip of blue locktite.
