I just worked out a trade on a mossberg .410HS and upon loading it I noticed it will only hold 2 shells in the sleeve and one in the chamber. I know my 870's have had plugs to keep them legal for birds but I wouldn't think this gun would ever have a plug being made for home defense from factory. Any ideas?

Have you actually checked to see if there is a plug? That would be the easiest thing to do. Just unscrew the screw on the end of the magazine tube, flip the gun barrel-down, and shake it around a bit. Maybe shine a flash light in there and see if you can see a plug. Many companies will put one in to ANY shotgun, just IN CASE it is used for hunting purposes.
