I realize that you're illustrating the disingenuous reporting vis-à-vis the varying "death tolls", however, I have to say that I have never seen live fish hauled in a tanker. They usually ride in an aerated live well, whether hatchlings or mature, with the ability to be dipped out, or drained out, depending on waterway contamination rules at their destination.
That tanker doesn't appear to have been capable of either.
