Ok English teachers, what exactly does this mean?

The triple negative indicates that everyone agreed on the absence of a problem. That said, it is a dangerous assumption to suppose that the words of a political beast, even one attached to the Pentagon, can be corralled to a position in which the grammatical meaning of his words are actually what he meant or to suppose the grammatically correct meaning is in fact the truth.

He may also be implying that there were rodents present who endorse his position.
