I disagree. The theory postulates that even in that case you will not be able to achieve a consensus on which is better or worse. Because you noticed that people come to different conclusions based on the same data is why I posted it, it's a bit esoteric otherwise. If Mr Arrow is right, that disagreement, given the same inputs, is pretty much hard-wired. The work has been around since 1972 and I'm unaware of any meaningful dissent to the theory.
