Terrorists have often been known to do things counter to "winning" people to their side.They may have overplayed their hand hitting that festival full of non-Israelis. Killing and kidnapping citizens of countries that have supported you is not really a good idea.

They don't usually push away those that are supporting them though. Maybe Iran has promised to cover any lost money from the West, but it seems like an unforced error.
