I've found these websites and info through my search for answers of the Federal Budget and what they plan to do when/if they institute Martial Law. If you can think of other helpful links post them here and I will update the Original Post with those links.

DHS | Department Subcomponents and Agencies - Structure of the DHS. Interesting to see all the components. Lots of info....
DHS | Budget and Finance Documents - Budget for the DHS. Also can be found all previous years aswell....
FEMA: Security RMS Publications - Lots of good reading. About 2 months worth. Especially check out the Training Courses. I hope they don't mind. I downloaded all of them to look over!
