Building an ar15 pistol

I am confused can I still make ar15 pistol read this:

All that says is that FFL dealers cannot sell a stripped receiver to anyone under 21 years of age.

Thank for the answer. Was thinking that but on the new 4473 you will not be able to transfer it as pistol it will have to be a receiver. So what I wonder is can you use a striped receiver to build a ar15 pistol?

Just make sure the stripped receiver is purchased
and noted as a "pistol".

doesnt the receiver have to be marked pistol only to be built up as a pistol?

Doesn't work that way anymore; "receiver" is listed as its own firearm type on the current 4473.

No kidding? When did that change? I was "thinking" about doing
that last year and everything I heard here was that the lower had
to be registered as a pistol at time of sale from the FFL if not
you would have a SBR on your hands.
