    Exactly. Case in point - South Carolina is only ranked higher than Indiana because of their Castle Doctrine, I guess. But SC is conceal carry only, with a CWP class (=$$$) as a requirement to obtain the permit (bonus points for being able to have a handgun in a closed glove box or center console w/o a permit, though).
    SC's list of prohibited places to carry is much longer than Indiana's - restaurants and bars, polling places and medical facilities to name a few.

    Over all, I'd put IN over SC, but maybe that's just 'cause I miss it a little (but not the snow...)
