80% Receiver Serialization Law

I was looking for more information on the new federal regulation Biden passed or proposed that requires background checks and serial numbers on 80 percent receivers but can't find the name of the law or the text. None of the articles I've found have a reference to it.

This is another of Bidens big mouth attemp at ruling from the office of dictator. He can't pass any law just suggest for the congress and senate write and pass, he then signs. There is no law written at this time.
