How would an ordinary citizen perform a background check?
Depends on the State one lives in, doing a transfer in Maryland requires a NICS being done. You either pay your local FFL to do the transfer or have it done at your local State Police Barracks. And if its a regulated firearm, you have to deal with the 7 day wait.

In all seriousness, can someone smarter than me explain how the last few years, POTUS and alphabet agency decrees have the ability to immediately become law, without going through the actual democratic process of becoming a law?

Because the Constitution and the Congress has been replaced with the Administrative State. This has been done willingly by Congress, whose members seem to find the duty of actually governing to be rather onerous, since it infringes on their party time, and quite frankly, the primary function of Congress is to enrich its members. They prefer to leave the grunge work to the minions.

I have a gun or two in my safe that have been there for more than 20 years.
By this law, if I can't make a profit, I have to sell them at 20 year old prices?
    :poop:
What do you have you may want to move before they try this lunacy?

I'm pretty sure it won't stand anyway because there are a host of issues in the current system not addressed in a good faith attempt to remove firearms from the hands of the prohibited. i.e. enforce the current laws and speed up the response times from the FBI.

And why does the FBI do the checks if the authorisation from another agency?

I hate to agree to that statement but there isn't a "free world" govt on the planet which hasn't turned actual governing over to bureaucrats.

It seems getting elected and retaining that status for 6-8 years anywhere in the free world advances the elected firebrand to multi-millionaire political hack/sellout in that short a time frame.

Feel free to share your opinions with these Rinos…

Republican Senators McConnell, Cornyn, Tillis, Blunt, Collins, Graham, Cassidy, Burr, Romney, Portman, Capito, Ernst, Murkowski, and Young voted to advance the legislation on June 21. Senator Toomey did not vote but released a statement indicating he supported the bill and urged all senators to support the legislation.

Please don’t forget about these tools as well…

See the rub here is this.
Market value today would be 3-4x what I paid for some of these.
A 4 fold increase in money received vs spent is what most would consider a "profit".

I don't trust the federal government or the D.O.J. not to bastardize the definitions here.
What you originally paid is irrelevant. As long as you are selling the gun(s) for the purpose of collecting and or for your hobby it is okay. The rule says that is okay.

Precisely. What elected official wants to answer to public scrutiny for the effects of actual laws when they can just deflect blame to their appointed bureaucratic lapdogs who interpreted laws in whatever manner maliciously chosen? The electeds can not only avoid responsibility, but they can also continue their insider trading in the process. It's a win-win for everyone in "the club".

My first gun I bought was a S&W Mod 66. I think I gave $300 for it… I don’t see that being my asking price whatever the dog killers think.

You're forgetting to adjust for inflation.
The money you spent decades ago is equal in value to many times its numerical number, today.
If you bought a gun, in the 80's, for $300, that was the price for an ounce of gold.
Today, that same ounce of gold is worth north of $2300. Therefore you can sell your firearm for the adjusted price without making a profit, and any sane economist will back that up.

Just plead "the Gold Standard" to the Feds.

Are the ones that still take 11 to 12 months to go through, going into this "round up list" also?
