NRA,GOA, 2nd Amendment Foundation,etc need to get on this and push it to the Supreme Court if necessary.
As a former resident of the cesspool called Illinois, there are no gun shops inside the city limits of Chicago. The FOID card is statewide which includes Chicago. There are challenges in the works that would rule the FOID unconstitutional. An older lady in downstate Illinois was charged with not having a FOID card for having a 22 rifle in her home. It was ruled unconstitutional but the way her lawyer argued the case it only applies in this one case. Yes in Illinois the courts are messed up also. Jim.

A couple years ago they lost a NRA lawsuit.
Since the new permit required shooting to be done, the ban was considered a ban on carrying.

Ezell vs. Chicago 2011 deals with the issue of gun ranges in Chicago. I'm not sure if it dealt with gun stores.

The Chicago law required firearms training in a shooting range in order to obtain a gun permit, but also banned shooting ranges within the City of Chicago. The City had argued that applicants could obtain their training at gun ranges in the suburbs. The opinion noted that Chicago could not infringe Second Amendment rights on the grounds that they could be exercised elsewhere, any more than it could infringe the right to freedom of speech on the grounds that citizens could speak elsewhere.

I remember in D.C., the one FFL dealer was being kicked out of his place by the city.
And was slapped down by the courts, who called it a defacto ban.
