    "ordered to engrossment" meaning the HOUSE is done with it (no more amendments, no more readings) they like it and will vote on it next? :dunno:

    Correct, as far as I know. That's what happens when it passes Second Reading.

    SB 506, however, has some hurdles to cross. There are presently at least three amendments that have been filed on it.
    Rep. Austin and Rep. VanNatter both want to specify that you can only transport a cased, unloaded, inaccessible firearm without a license if you are going to a range (as defined in statute), a training course, or legal hunting activity (in addition to the other exceptions already in place, i.e. home from purchase, to a gunsmith, etc.) though VanNatter also wants to include property where you have permission to have the firearm, i.e. going to a friend's property to shoot.
    Rep. Ed DeLaney, however, has introduced a "large capacity ammunition feeding device" ban as an amendment. This would include any feeding device (mag, clip, speed strip, drum, etc.) that holds more than ten rounds. Such items could not be sold or possessed in Indiana if that amendment passes and the bill becomes law.

    There is no grandfather clause.

    CONTACT YOUR Representative and instruct them to vote down any amendment to this bill that weakens it in any way. Do this TODAY!! The bill may well be heard tomorrow, and if that amendment passes, it will be too late!

    SB 506 is a bill to allow persons who own handguns to transport them to and from training opportunities (gun ranges, specific training courses, and legal hunting activities) in a case, unloaded, and inaccessible to the owner. This does not allow the person to carry a firearm on their person without a License to Carry a Handgun, and is not a carry bill.

    However, Rep. Ed DeLaney has introduced an amendment that restricts "large capacity ammunition feeding devices," effectively limiting Indiana gun owners from owning magazines, speed strips, clips, or anything that holds more than 10 rounds. I urge you to vote against this amendment to an otherwise beneficial bill.

    SB 292 is to be heard in committee Wednesday, April 13, 2011 at 0830 in room 156-B at the State House. I would be unsurprised if this is a busy session, despite the fact that that bill is the only one scheduled to be heard by the committee that day.

    The current active bills before the state legislature as of today, 4/11/2011, that address gun rights are

    SB 94------- Ordered to Engrossment 4/11/11 by consent.
    SB 154 ----- Passed by both houses. Scheduled to go to Gov. Daniels' desk
    SB 292 ----- To be heard in committee 4/13/11, 0830.
    SB 411 ----- Passed by both houses. Scheduled to go to Gov. Daniels' desk
    SB 434 ----- Passed by both houses. Scheduled to go to Gov. Daniels' desk
    SB 506 ----- Scheduled for Second Reading Monday, 4/11/11- delayed, possibly to be heard 4/12/11.

    OK, so I just sent an e-mail to my rep, and one to the prez of DCC to get e-mails our to all the members tonight.

    So... since I'm not sure exactly how this process works... what happens now?

    As to what happens now... SB 506 is scheduled to be heard tomorrow on Second Reading. It has the three amendments filed so far; I don't think any more can be filed at this point. It will be debated in the House, the amendments discussed and voted up or down, hopefully down on all three, and then the bill itself will probably be engrossed. After that, it will follow in the footsteps of SB 94, which passed Second Reading today and will be voted tomorrow on Third Reading. Following that, it will go to Gov. Daniels' desk for signature into law.

    The current active bills before the state legislature as of today, 4/11/2011, that address gun rights are

    SB 94------- Scheduled for Third Reading on 4/12/11.
    SB 154 ----- Passed by both houses. Scheduled to go to Gov. Daniels' desk
    SB 292 ----- Scheduled to be heard in committee 4/13/11 0830.
    SB 411 ----- Passed by both houses. Scheduled to go to Gov. Daniels' desk
    SB 434 ----- Passed by both houses. Scheduled to go to Gov. Daniels' desk
    SB 506 ----- Scheduled for Second Reading Monday, 4/12/11- Three amendments could be discussed and voted.

    Personal opinion: SB 94 will pass. Of the six bills that were discussed in committee, all six have passed the Senate with minimal if any change, five have been passed to the House with relatively minimal change, and of those, three are past both Houses.

    SB 411 has received the signature of both the Speaker and the President Pro Tempore of the Senate, which is necessary for it to then proceed to the Governor.
    SB 154 and 434 are both "Ready for Enrollment", meaning they will get those signatures and go to the Governor. SB 94, 506, and 292 are still in the process. I'm hopeful all will pass, and I've written my letters to do my part and make sure they will.... and so have those who've posted likewise here.

    Again, thanks to those of you who are taking an active part in the governance of our state!

    E-mail that I just received from Jim Tomes

    SB 506 was held back today because I'm still trying to settle the nerves on some House members. I think I've put out the fires, but like I said in the letter I sent the other day, I feel like I'm in the ring throwing punches with an opponent who has a tag team. Today I'm told that Rep. Ed Delaney has filed an amendment concerning high capacity magazines to SB 506.
    I believe SB 506 will be heard on the House floor Tuesday, April 12th. I could sure use your calls into the House. Thanks.

    SB 292 is scheduled for a hearing on Wednesday at 8:30 AM in the Public Policy Committee.

    BoR, did you mention somewhere that we can attend the committee meetings? I'd really love to see the committee action for SB292.

    I sure did! Not only can you attend, you can, if you have something to say, be recognized and give testimony on a bill, as I did last week on another matter.

    If you don't want to speak, many of the committee meetings are broadcast over the 'net as well, though they are not archived and sometimes are hard to hear. SB 292 will be in one of those rooms that is hard to hear (though I emailed the webmaster to let him/her know so hopefully that will be rectified by now.)

    Go to the main page of the Legislature ([noparse]http://in.gov/legislative[/noparse]) and look on the right side. You'll see a box that lists "Senate" and "House" at the top, and the committee meetings for that day. (It starts on Senate, but if you click House, it will show the House committees) At the bottom of the box, depending on which list you're looking at, you'll see a link that reads "Full House Schedule". Click that and a PDF will pop up and show you the room number, time, and what bills are to be heard. This meeting is of the Public Policy committee, and will be in room 156-B at 0830 on Wednesday.

    Back on the main page of the legislature, at the upper right, there's a link to "Watch Indiana General Assembly LIVE". Click that. It will take you to a page that lists "Watch video from ___________" When you click that, it will download a file to you called "live.asx", which should launch your "Windows Media Player" if you're running Windows. (I don't know what it launches, if anything, for other platforms, sorry.) Do this at about 5-10 minutes before the meeting is scheduled to start. You'll see a "Standby video" until they start up. Again, be aware that the sound in that room is for :poop:, so if you can't hear, don't be surprised.

    When you want to watch the House or Senate in action, the link is closer to the top of that page, and the House will download a file to you called "live.php.asx" Otherwise, it's no different, though those sessions typically are archived and can be viewed later.

    Were I not working that day, I would be at the committee meeting in person as well, as difficult as it would be to not slap the living excrement out of a couple of the committee members.

    It can be very interesting to listen in; it can be even more so to be a part of one of those meetings of a committee, despite having to be unarmed while there--yes, there is a metal detector and yes, there's an ISP/Capitol Police officer there. The times I've given testimony, I've found very rewarding. It felt good to be a part of the process of making sure a law does or does not happen.
