Yep. That's the point.

Not everyone chooses to conceal for any other reason than their state law requires them to.

This is as close as they can get to openly carrying in some states.

The only thing I can see it being purpose worthy is when you open carry, and allows those who dont own or are against guns to feel safe, thinking you might be a LEO.

That's what I was thinking, but if you were open carrying, then why would it say Concealled Carry Permit on it?
