What if Illinois passed a concealed carry law?

IMHO, If only retired law enforcement goverment employees can get gun permits then it's not really a conceal carry state, it sounds like Wisconsin is just complying with the federal law under "The Law Enforcement Officers Safety Act". But maybe it's a start for them.
