I saw a cop do that when i was in high school.
Two guys were supposed to fight in the park at lunch and a town cop was tired of sitting in the park waiting for it. He came up to us, explained his position, set some very basic rules and the boys went at it.
I cannot imagine growing up in a society where everyone carries a video camera. What a nightmare.
