    I guess Congress doesn't mean anything to him.

    It hasn't since at least the begin on his second term when he said he would use executive orders to push through legislation that Congress didn't agree with him on. This really shouldn't surprise anyone.

    As the commander in chief he doesn't need to get congressional approval, but it's another example of the type of "red line" declarations the prez continues to make and not follow through on.

    Don't set a hard date for troop withdrawal of you aren't going to stick to it.
