Definitely a temp groundwater monitoring well or piezometer.

I’ve installed so many I’ve lost count. Have only peed in a select few.

The property manager Nick Echterling replied to my email and answered my question.
"Those are test wells in a ground water monitoring project. They are tested every so often to monitor ground water levels and changes from year to year."

That's totally what a guy with a bunker would say.
