PVC sticking up on public land??

I am hunting at Jasper Pulaski fish and wildlife area. While walking around the woods I have discovered capped PVC sticking up out of the ground. There are two about 8 feet apart. Why would there be PVC sticking up out of the ground in the middle of the woods? I asked the DNR guy at the HQ and he did not know.

It isn't close to a parking area or a property line or any building, it is literally in the middle of the woods.

Looks like the top of test wells that you see when the IDEM is checking ground water quality.

That's what I was thinking, but I can't really tell the size of the PVC.

I'd tape a waterproof note to it with your phone number, before messing with it much.
