What is this? My sister got it as a gift with no explanation and doesn't know what it is. Where the red lines are there are holes about the size of a finger. Thanks INGO!

Nothing inside. It's just one layer. It's about a foot and a half long and 3 inches wide.

My wife says it's a neck-warmer of sorts. You thread one end of the thing through one of those holes and it ends up looking like a small tie...sorta.
