They were caught. They tried, and are still trying, to cover up what they did. Obama and his crew will not correct the problems with the government; they will make corrections in government so they won't be caught as easily. They have been making corrections all along. They have never had this kind of opportunity to fundamentally change America so we should not expect them to give up. If anything, they will become more desperate.

He is just going to form another government cabinet position and agency run by one of his best friends or highest contributer, to oversee the other government agencies. The new cabinet will be called The Government Oversight Department.
