    ( I am NOT a attorney, this is just info, not legal advice) Maybe a letter for intent to file a tort claim will shake them up a little. It doesnt matter if you ever file or not. It just you saying you might file and your making them aware in writing. It doesnt matter if he left or not because he was there then, this has to be filed within 6 months of the incident. Nothing talks like money, rather its talk or giving it or talk of talking it.

    He then proceeds to tell me that they, (LEOs) are not allowed to openly carry their firearms while off-duty
    It is probably good that everyone know that LEO's are not allowed to carry openly off duty. That way those of us that do OC are not mistakenly taken for cops and targeted for revenge because they might have trampled someone elses rights. It only takes one bad apple.
