    My guess is if it doesnt have a barrel length of x and an overall length of y, the answer is yes. (too lazy to look them up for my comment) The regs dont take into consideration scaled down rifles.

    Unless he makes it in pistol configuration. Then he could get by with an 6-8 inch barrel. In 17 Mach 1, it would be a hoot to shoot.

    I was just thinking this would be perfect to start my 2 year old on. He's already been looking at toy handguns, but being the smart boy he is, only ones with holsters:):
