Standard procedure until you 100% know he isn't a threat.

Risky shot for the first officer but it turned out.
I sure wouldn't want to be put into that situation.
Big difference between military snipers and police sharp shooters, my hat is off to this officer and his skills.

To me it looked like the perp was doing the kicking chicken after the first shot. He was already dead just spasming. Not judging anything just an observation.

Yeah, I'm sure he wasn't a threat. But not being there I can't say so for sure. Just pointing out it is SOP to handcuff so that is an immediate goal.
