    On a slightly related topic, I would like to see all the "Czars" go away. How is it legal to appoint someone that sets policy, that is looked upon as law, without going through the legislative process?

    Because the law only grants power.

    It is then up to the executive to determine how to carry out that power.

    The health care bill, almost exclusively, is just wording that grants power to the executive to regulate.

    Their excuse is that "this will help government remain agile and adapt quicly to changes in the market and society."
