Yes it is. Indiana has provisions for an 18yo to purchase a handgun if they'd like to as well. I'm guessing it has to do with military service age, but I honestly don't know.
That is the mindset they hope for. Making people afraid to exercise their rights is the same as taking them.
Except that first “F” in FFL is for Federal, and under federal law you can’t be in the business of selling guns without their permission.
Now that entire industry, the laws around it and ALL gun laws are unconstitutional but finding a judge who’s going to side with the people’s rights isn’t likely to happen in a capacity that removes ALL those burdens for a long while.
Until then, the only thing Indiana can do is allow a person under 21 to acquire a handgun in some other lawful way that isn’t thru an FFL, OP could have his PARENT buy him a handgun as a birthday present for example.
There actually was a federal judge who recently sided with peoples rights but as soon as that happened the case would put on hold lmao

A lot of those people are the same ones who want to see pink card for a long gun purchase.
And there is nothing wrong with that. The seller sets the terms of the sale.
Everyone should have a pink card, if you leave the state and carry, it's a must IMO.
The first step in avoiding a trap is being aware of the trap. If you want to poke your finger up the bulls butt, I call to question the policy of publicly announcing your intention to the bull. Even if you have an FFL any AFT inspector will tell you they can ALWAYS find a mistake and that is all they need to shut you down. How much easier do you think they will go on an individual?
It is like carrying a firearm, the first thing you need to know is, right or wrong, when that gun goes off your life will change. You will still have a life, but it won't be like it was before...
I don’t think there would even be many states that I can carry in besides like Indiana and Illinois only reason I’m honestly getting it is to purchase and make the seller feel better about their sale
