I have 6 sets of steel targets for sale, each set is 3 targets consisting of a 12", 9", and 6" target. They are 3/8" thick AR 500 steel, they are what top target manufacturers use. They are $45 per set (3 targets as pictured) FTF south Indy.
You do not want to penetrate these, it would take a massive round to do it, penetration damages targets, that is why they use AR grades. I know they are used by the top steel target manufacturers out there. i mis typed. i know you dont want to penetrate them i was more looking for what kind of punishment they will take without penetrating them. thanks for the link
I would research yourself, I have read never shoot steel with rifles under 100 yards, I am no expert but have provided a link above that can help some.
