    I have often called for "small, achievable steps" when it comes to regaining our gun rights. This bill seems to be a step in the right direction:

    Search Results - THOMAS (Library of Congress)

    - Provision for penalties shy of revocation of license, such as fines, for infractions by FFLs. Thus, minor infractions that go beyond a simple warning can be handled without a complete revocation of license.

    - Clarification of "willfully" as both knowing there was a legal duty and acted knowingly and in intentional disregard of that duty.

    - Changing the laws on paperwork so that "false entry" is changed to "materially false entry" and "properly maintain" is changed to "retain custody of" and so raising the bar on turning simple clerical errors into criminal charges.

    - Elimination of the written permission requirement for supervised use of handguns by minors

    - Multiple handgun sales reports may (instead of must) be reported to State police, but only if they ask for that information. (A return of that authority to the States, in effect.)

    - Ban on electronic retrieval of inactive licensee information. While official bans at this level may not mean much, it's at least a step toward preventing turning that into de-facto registration.

    - Explicitly state that non-handgun frames and receivers can be imported for repair/replacement purposes.

    - Clarification of what constitutes firearms a firearms manufacturer and firearms dealer:
    (a) Clarification of Definition of Manufacturing- Section 921(a)(10) of title 18, United States Code, is amended by adding at the end the following: `The term `manufacturing' shall not include repairing firearms, making or fitting special barrels, stocks, trigger mechanisms, or other parts to firearms, or engraving or otherwise altering the appearance of firearms.'.
    (b) Clarification of Definition of Dealer- Section 921(a)(11)(B) of title 18, United States Code, is amended by striking `or trigger mechanisms to firearms' and inserting `trigger mechanisms, or other parts to firearms, or engraving or otherwise altering the appearance of firearms'.
