    Do you need to fill out a form 4 for the transfer of an upper containing a barrel shorter than 16"?

    Or is it just a Form 1 when you couple the upper to the lower?

    What if the lower is registered as a reciever?

    "Transfer" of an upper? Nope; they're just parts. It's the LOWER receiver on an AR that is considered by ATF to be the firearm.

    Or is it just a Form 1 when you couple the upper to the lower?

    The Form 1 is used to make and register an NFA weapon (in your case, a short-barreled rifle). The lower receiver (firearm) is registered and marked according to the law; once the Form is approved and the tax stamp is issued, you can legally assemble the <16" barreled upper to the lower.

    Yes, but you shouldn't have an AR lower any where near the short upper.

    (That whole constructive intent thing....)


    I advise you get your lowered papered as an SBR, then buy your upper.
