Question about Armslist listing

I am not a class III expert but, with the stock on it........How is this not an SBR?

It has a wrist brace, technically not a stock. It's a pistol legally.

They work wonderfully well as a shoulder to wrist stablizer from what I hear. Ive got one for an AR pistol but Im still waiting on the lower. As long as the velcro strap is on it, it is not a stock.
