Seems like using berdan primers might streamline the process of re-priming, given how there's no anvil to remove.Yes it can. You take a used primer and remove the anvil. Clean out any residue and flatten the "dent" out. Insert a small amount of priming compound and replace the anvil. There's youtubes and other videos of this floating around on the internet. It's very labor intensive and a slow process.
