The governor may be a figurehead, but cannot really control legislation as they can be overruled with a simple majority. The leaders in the House and Senate are the people that need to be brought in line.

How about we have a lieutenant governor who is someone who is really young, knows absolutely nothing, says really dumb things. Of course this person will have absolutely no responsibility. This will truly be a lieutenant governor.

All of this is OK, lieutenants are like pets.
