Little Billy's class goes on a field trip to the police station, they tour the station guided by the desk sargent. At the end of the tour they stop at the entrance by the bulliten board. Suzie asks what are all those mens pictures up there for ? The sargent replies Suzie those are the ten most wanted men in the country, we want to arrest them, put them in jail and make the cities safer. Little Billy asks why didn't you keep them when you took their picture ?
