I've been trying to decide between a leather belt, or a nylon. I'm not worried about it being for dress clothes, just for duty (armored truck). Which holds up longer, and is stiffer for less money. Difficult, I know. On a very tight budget till the job switch.
In my experience, a good, thick, leather belt does a much better job of holding a holster. Looks nice, too. Really good ones don't hit your "less money" criteria, though.
I've got a Crossbreed on right now. Good belt. About $60 or so. You can pick similar ones up cheaper at the 1500.
I prefer leather myself for the reasons eldirector stated. You might check out comp-tac's leather belts. I have one and I love mine. They run about $80. For nylon, check out the wilderness tactical instructors belt. Most people around here love 'em. The original instructor nylon belt runs $40.
