Laws on 80% lowers?

What are the laws to manufacture and sell 80% lowers? Do you need a license?

Not to complete a 80% lower, but to manufacture a 80% lower from a block of aluminum.

An 80% Lower per the law is just a block of metal. To my knowledge there are no laws about selling blocks of metal.
